CLEVELAND — Democratic Rep. Dennis Kucinich, who unsuccessfully ran for president in 2004, said Monday he is planning to run again because his party is not pushing hard enough to end the war in Iraq.

In a statement, Kucinich said he plans to formally announce his candidacy for 2008 on Tuesday at City Hall, where he served as mayor of his hometown in the 1970s.

The liberal, anti-war congressman said he was inspired to run because he disagrees with the way some of his fellow Democrats are handling the war in Iraq, including approval of a proposal to spend $160 billion (euro121 billion) more on the conflict.

"Democrats were swept into power on Nov. 7 because of widespread voter discontent with the war in Iraq," said the Ohio lawmaker. "Instead of heeding those concerns and responding with a strong and immediate change in polices and direction, the Democratic congressional leadership seems inclined to continue funding the perpetuation of the war."

Corrupt UN Secretary General Annan Criticizes White House in Farewell Speech

INDEPENDENCE, Mo. (AP) - U.N. Secretary-General Kofi Annan took his criticism of the Bush administration to the nation's heartland Monday, saying America must not sacrifice its democratic ideals while waging war against terrorism.

In the hometown of President Harry Truman, who helped found the United Nations, Annan said "human rights and the rule of law are vital to global security and prosperity."

When the U.S. "appears to abandon its own ideals and objectives, its friends abroad are naturally troubled and confused," Annan told a packed audience at the Truman Presidential Museum and Library.

Annan also said the U.N. Security Council should be expanded to better reflect today's world.

Annan, an increasingly vocal critic of the war in Iraq, leaves the United Nations on Dec. 31 after 10 years as secretary-general. He chose the Truman museum for his final major speech in part because it is dedicated to a president who was instrumental in the organization's founding.

Let People Defend Themselves, Second Amendment Group Says

(CNSNews.com) - The Illinois State Rifle Association says it will draft legislation allowing law-abiding citizens to carry firearms for their own defense.

The concealed carry legislation -- a response to Friday's deadly shooting in a downtown Chicago law office -- will be introduced in both chambers of the Illinois General Assembly early next year, ISRA said.

"One has to wonder how the outcome may have differed had any of the law office staff been trained and licensed to carry a defensive firearm," said ISRA Executive Director, Richard Pearson.

"Unfortunately, the answer to that question will remain unknown as Illinois is one of only 2 states in the nation that prohibit law abiding citizens from carrying firearms as a means of self defense."

Pearson said the people in the law office at least would have had a "fighting chance to survive," if any of them had been carrying guns themselves on Friday when an armed man with a grudge burst into the office.

Incoming Democratic House Intelligence Chief Botches Simple Quiz on Al-Queda: Incompotent?

WASHINGTON (CNN) -- Rep. Silvestre Reyes of Texas, who incoming House Speaker Nancy Pelosi has tapped to head the Intelligence Committee when the Democrats take over in January, failed a quiz of basic questions about al Qaeda and Hezbollah, two of the key terrorist organizations the intelligence community has focused on since the September 11, 2001 attacks.

When asked by CQ National Security Editor Jeff Stein whether al Qaeda is one or the other of the two major branches of Islam -- Sunni or Shiite -- Reyes answered "they are probably both," then ventured "Predominantly -- probably Shiite."

That is wrong. Al Qaeda was founded by Osama bin Laden as a Sunni organization and views Shiites as heretics.

Reyes could also not answer questions put by Stein about Hezbollah, a Shiite group on the U.S. list of terrorist organizations that is based in Southern Lebanon.

Stein's column about Reyes' answers was published on CQ's Web site Friday evening.

In an interview with CNN, Stein said he was "amazed" by Reyes' lack of what he considers basic information about two of the major terrorists organizations.

"If you're the baseball commissioner and you don't know the difference between the Yankees and the Red Sox, you don't know baseball," Stein said. "You're not going to have the respect of the people you work with."

Katrina Begets a Baby Boom of Illegal Immigrants

NEW ORLEANS — First came the storm. Then came the workers. Now comes the baby boom.

In the latest twist to the demographic transformation of New Orleans since it was swamped by Hurricane Katrina last year, hundreds of babies are being born to Latino immigrant workers, both legal and illegal, who flocked to the city to toil on its reconstruction.

The throng of babies gurgling in the handful of operational maternity wards here has come as a big surprise — and a financial strain — to this historically black and white city, which before the hurricane had only a small Latino community and virtually no experience of illegal immigration.

“Of all the myriad things that have changed after Katrina, this wasn’t high on anybody’s priority list,” said Dr. Mark Peters, chief executive of East Jefferson General Hospital in Metairie.

Because many immigrant mothers cannot afford to pay for prenatal care or delivery services, New Orleans’s newest citizens are adding an unexpected load to the decimated health infrastructure in a city abandoned by many of its doctors. Much of the state-financed Charity Hospital system, which before Hurricane Katrina provided the bulk of care to New Orleans’s uninsured and indigent population, remains closed.

Lacking health insurance and barred from most government assistance, expectant immigrant mothers can go to only the handful of charitable clinics that are still operating and that do not question a woman’s immigration status when offering low-cost prenatal care.

Iranian Hitler Presiding Over Holocaust Denial Conference: Begins Dec. 10th Human Rights Day

Iran, which disputes that Jews were slaughtered by the Nazis, is to hold a conference next month to allow historians to clarify "hidden angles" of the Holocaust, the foreign ministry has revealed.

The December 11 and 12 international gathering aims to "create opportunities ... for a suitable scientific research so the hidden and unhidden angles of this most important political issue of the 20th century become more transparent," said a statement on the Iranian foreign ministry's website.

Iran's fiercely anti-Israeli regime is supportive of so-called Holocaust revisionists, who maintain that the systematic slaughter by the Nazis of mainland Europe's Jews and other groups during World War II was either invented or exaggerated.

The event is organized by the ministry's Institute for Political and International Studies (IPIS) which has called on researchers and lecturers to take part in the conference.

The gathering, titled "Study of Holocaust: A Global Perspective", has been scheduled to coincide with international Human Rights Day on December 10, it said.

"This conference fully respects the Jewish religion and is away from politicization and propaganda," the statement said.

Topics include "anti-Semitism, Nazism and Zionism: collaboration or animosity; the concept of Holocaust and its roots; views of revisionists; denial or admittance of gas chambers," it added.

"The laws against those who deny Holocaust and killing of the Palestinians," are also to be discussed.

Democrat "Cold Cash" Jefferson Wins Runoff Despite On-Going FBI Bribery Inquiry

NEW ORLEANS, Louisiana (AP) -- U.S. Rep. William Jefferson easily defeated his fellow Democratic opponent in a runoff election Saturday, despite an ongoing federal bribery investigation.

In complete but unofficial returns, Jefferson, Louisiana's first black congressman since Reconstruction, received 57 percent of the vote over state Rep. Karen Carter, who had 43 percent.

Carter was unable to capitalize on a scandal that included allegations the FBI found $90,000 in bribe money in Jefferson's freezer.

In a concession speech, Carter embraced family members and pledged to work with Jefferson, especially on the area's recovery from Hurricane Katrina.

"I guess the people are happy with the status-quo," she said.

Jefferson was forced into the runoff against Carter when he failed to win 50 percent of the vote in a crowded open multiparty primary. Carter had sought to become the first black woman from Louisiana elected to Congress.

He described his win as "a great moment, and I thank almighty God for making it possible." He called for regional unity to focus on the hurricane recovery and in bringing back evacuees who are still scattered across the country.

His presence in Washington could be embarrassing for Democrats, who won control of Congress on a platform of cleaning up corruption.

Taliban to Afghan Teachers: Stop Classes or Die

KABUL, Afghanistan -- The Taliban gunmen who murdered two teachers in eastern Afghanistan early Saturday were only following their rules: Teachers receive a warning, then a beating, and if they continue to teach must be killed.

The new list of 30 rules, decided on during a high Taliban meeting in September or October and since circulated over the Internet, span from the organizational -- no jihad equipment may be used for personal means -- to the health conscious -- militants are not supposed to smoke.

Rule No. 24 forbids anyone to work as a teacher "under the current puppet regime, because this strengthens the system of the infidels." One rule later, No. 25, says teachers who ignore Taliban warnings will be killed.

Taliban militants early Saturday broke into a house in the eastern province of Kunar, killing a family of five, including two sisters who were teachers.

The women had been warned in a letter to quit teaching, said Gulam Ullah Wekar, the provincial education director. Their mother, grandmother and a male relative were also slain in the attack.

The two sisters brought to 20 the number of teachers killed in Taliban attacks this year, said Education Ministry spokesman Zuhur Afghan. He said 198 schools have been burned down this year, up from about 150 last year.

A federal grand jury looking into Senator Robert Menendez’s real estate dealings with a nonprofit agency has begun hearing testimony from witnesses associated with the agency, according to a lawyer for one of the witnesses.

The investigation stems from a 1993 lease deal in which Mr. Menendez rented a building that housed his former law office in Union City, N.J., to the North Hudson Community Action Corporation, an antipoverty agency whose former director was a large contributor to Mr. Menendez.

Over the next decade, Mr. Menendez, as a member of Congress, helped the agency win millions of dollars in federal aid. He also helped it obtain a designation as a federally recognized health care provider, opening the door for additional aid. He continued to lease the building to the agency until he sold it in 2003.

President Bush.

The legislation has no chance of passing and serves as a symbolic parting shot not only at Bush but also at Democratic leaders.
