1st Islamic US House Member Carries Much Radical Islamist Baggage

Keith Ellison will be sworn in as United States Congressman from Minnesota’s 5^th District, a prestigious title indeed. But prior to him getting to this position, he has carried much radical Islamist baggage – the kind of baggage that could make him (or anyone else) unworthy of such a title. Considering his actions with America’s live-in enemies, whilst running for office and even after being elected, we can most probably expect these dangerous associations of Ellison to continue well into his term.

During Ellison’s campaign for U.S. Congress, the issue of his relationship with the Nation of Islam (NOI) was brought up repeatedly. NOI, under the leadership of Louis Farrakhan, for decades, has been the perpetrator of countless verbal and written attacks against the Jewish community.

However apologetic Ellison appeared to be, his words ring false, as he proceeded to cavort with those that not only exhibit the same kind of hatred as the NOI, but that have longstanding ties to terrorist groups as well. And he continues to do so.

Much of the money that was funneled into the coffers of Ellison’s campaign can be traced to the Council on American-Islamic Relations (CAIR), an organization that has ties to Hamas. In June of 1994, three leaders of the Islamic Association for Palestine (IAP), a group that was the brainchild of Hamas deputy Mousa Abu Marzook (Marzouk), incorporated CAIR. One of the leaders was CAIR’s Executive Director and, himself, a Hamas supporter, Nihad Awad.

Romney to Submit Paperwork for 2008 Bid

Gov. Mitt Romney this week will submit the necessary paperwork to form a presidential exploratory committee, but not until funeral services for former President Gerald R. Ford have concluded, according to a top aide familiar with his plans.

Romney will file by Wednesday with the Federal Election Commission, the aide said, a registration that will allow the Massachusetts governor to raise and spend money in pursuit of the 2008 GOP nomination.

Romney, like Ford, is from Michigan. Sen. John McCain, R-Ariz., and former New York Mayor Rudy Giuliani, have already taken the same step.

Romney ended a 10-day vacation at his home in Utah on Monday, and he had intended to file his paperwork on Tuesday, the first business day of the new year. But Ford's death on Dec. 26 triggered a mourning period that will close federal offices and the U.S. Postal Service on Tuesday, and the former president will be buried Wednesday in Grand Rapids, Mich.

Romney aides believe the governor, the son of George Romney, a 1968 presidential candidate and the former governor of Michigan, can find a following as a youthful alternative to McCain and a more conservative candidate than Giuliani.

If successful, Romney would become the first Mormon elected president.

As they prepare to take control of Congress this week and face up to campaign pledges to restore bipartisanship and openness, Democrats are planning to largely sideline Republicans from the first burst of lawmaking.

House Democrats intend to pass a raft of popular measures as part of their well-publicized plan for the first 100 hours. They include tightening ethics rules for lawmakers, raising the minimum wage, allowing more research on stem cells and cutting interest rates on student loans.

But instead of allowing Republicans to fully participate in deliberations, as promised after the Democratic victory in the Nov. 7 midterm elections, Democrats now say they will use House rules to prevent the opposition from offering alternative measures, assuring speedy passage of the bills and allowing their party to trumpet early victories.

Nancy Pelosi, the Californian who will become House speaker, and Steny H. Hoyer of Maryland, who will become majority leader, finalized the strategy over the holiday recess in a flurry of conference calls and meetings with other party leaders. A few Democrats, worried that the party would be criticized for reneging on an important pledge, argued unsuccessfully that they should grant the Republicans greater latitude when the Congress convenes on Thursday.

Edwards: Universal Health Care Trumps Balanced Budget

WASHINGTON — Democratic presidential contender John Edwards says it is more important to invest in universal health care and lifting people out of poverty than to reduce the budget deficit.

The 2004 vice presidential nominee said in an interview broadcast Sunday said "there is a tension" between the two directions, but he has made his choice.

"If I were choosing now between which is more important, I think the investments are more important," he said on ABC's "This Week."

Edwards' proposal, which includes tax cuts and a million housing vouchers for the poor, may place him at odds with Democrats in charge of the congressional spending committees.

The incoming Senate and House Appropriations Committee chairmen, Sen. Robert Byrd of West Virginia and Rep. David Obey of Wisconsin, have announced a plan to fund most domestic agency accounts at 2006 levels.

Rep. John Conyers (D-Mich.) has "accepted responsibility" for possibly violating House rules by requiring his official staff to perform campaign-related work, according to a statement quietly released by the House ethics committee late Friday evening.

The top Republican and Democratic members on the ethics panel, Reps. Doc Hastings (R-Wash.) and Howard Berman (D-Calif.), said in a statement that Conyers acknowledged a "lack of clarity" in communicating what was expected of his official staff and that he accepted responsibility for his actions.

"[Conyers] agreed to take a number of additional, significant steps to ensure that his office complies with all rules and standards regarding campaign and
personal work by congressional staff," they stated. "We have concluded that this matter should be resolved through the issuance of this public statement."

The Hill reported last March that two former Conyers’ aides alleged that he repeatedly violated House ethics rules by requiring aides to work on local and state
campaigns, and babysit and chauffeur his children. Deanna Maher, a former deputy chief of staff in the Detroit office, and Sydney Rooks, a former legal counsel in his district office, shared numerous letters, memos, e-mails, handwritten notes and expense reports with The Hill.

Former Employees File RICO Racketeering Lawsuit Against Swift & Co.

Eighteen former employees who worked at Swift & Co. have filed a $23 million lawsuit alleging that the meat packing company conspired to manipulate and depress the labor market and wages by hiring illegal immigrants.

Earlier this week federal immigration officers raided six Swift production facilities in six states, arresting nearly 1,300 people in what is believed to be the nation's largest-ever workplace raid on illegal workers.

"These plaintiffs are legal residents and victims in a longstanding scheme by Swift to depress and artificially lower the wages of all its workers by knowingly hiring illegal workers," says Angel Reyes, of Dallas' Heygood, Orr, Reyes & Bartolomei, attorney for the plaintiffs. "By lessening its labor costs and increasing its profits, Swift has severely damaged the potential earnings and livelihood of these hard-working men and women. This litigation seeks to redress those wrongs."

Each of the plaintiffs were employed at the Swift facility in Cactus, Texas, located north of Amarillo. A total of 295 people were arrested on immigration violations or other criminal charges in a raid of the Cactus facility on Tuesday, Dec. 12.

According to the lawsuit, Swift executives "actively sought to locate these illegal immigrants and hire them -- knowing full well that it was in violation of the immigration laws of the United States to do so." The lawsuit also accuses the company of transporting, smuggling, harboring and concealing illegal immigrants.

"When the Swift plant opened in Cactus, wages were approximately $20 an hour," says lead litigation counsel Michael Heygood. "Now, the average wage is approximately $12 to $13 an hour. Illegal immigration has fueled this depression in wages."

Former Democratic vice presidential nominee John Edwards intends to enter the 2008 race for the White House, two Democratic officials said Saturday.

Edwards, who represented North Carolina in the Senate for six years, plans to make the campaign announcement late this month from the New Orleans neighborhood hit hardest by Hurricane Katrina last year and slow to recover from the storm.

The officials spoke on condition of anonymity because they did not want to pre-empt Edwards' announcement.

As Edwards enters the crowded field, the Lower Ninth Ward provides a stark backdrop to highlight his signature issue _ that economic inequality means that the country is divided into "two Americas."

FBI: Radical Islamic Cleric's Impending Death in Prison May Spark Terror Attacks

The health of terrorist cleric Omar Abdel-Rahman, known as the Blind Sheik, is deteriorating - renewing fears that his death in prison could trigger an attack on the United States, officials said Thursday.

There is no credible indication that an attack on the U.S. is imminent, said several law enforcement officials who spoke on condition of anonymity because of the sensitive nature of the situation.

In a two-page bulletin, dated Dec. 8, the FBI reported to federal intelligence officials that Abdel-Rahman had been rushed from prison to a Missouri hospital two days earlier for a blood transfusion. There, doctors discovered a tumor on his liver, according to the bulletin, which was described to The Associated Press by a law enforcement official.

Officials said the bulletin served merely as a reminder that Abdel-Rahman had called for retaliation by terror sympathizers if he died in prison. It cited a May 1998 news conference in which al-Qaida members distributed his last will and testament, in which Abdel-Rahman pleaded for followers to "extract the most violent revenge" should he die in U.S. custody.

The FBI did not have immediate comment on Thursday.

In a video in September marking the fifth anniversary of the Sept. 11 attacks, al-Qaida's No. 2 man, Ayman al-Zawahri, cited the continuing imprisonment of the sheik.

"I call on every Muslim to make use of every opportunity afforded him to take revenge on America for its imprisonment of Sheik Omar Abdel-Rahman," he said.

In June 2005, Obama used the money to purchase a $1.65 million Georgian revival home on Chicago's South Side—$300,000 less than the asking price. On the very same day, Rezko, a Democratic Party fund-raiser and developer, bought the adjacent empty lot at the asking price from the same owner (the house and the lot were previously owned by the same person). Rezko, who had raised money for Obama and known him since the senator attended Harvard Law School, did not develop the empty lot. In January 2006, he sold a 1,500-square-foot slice of it to Obama for $104,000, a fair sum in that market.

Here's the question: Did Rezko orchestrate his same-day purchase of the lot at full price so that the seller would give Obama a break on the price of the adjacent house? Was Obama in on the deal? And did Rezko never intend to develop the lot, giving Obama a nice roomy side yard, a favor which he'd call in later?

Obama says he did talk to Rezko before the purchase, but only because a person who had renovated it for a previous owner had once worked with Rezko, who owns other properties in the South Side. He didn't arrange the joint purchase with him. He bought the house at such a good price, Obama has told the papers, because it was being unloaded in a "fire sale."

Bush, who has resisted pressure to hold talks with Syria, as well as Iran, as part of a new approach to ending violence in Iraq, issued a statement calling on Syria to "immediately free all political prisoners."

The White House said members of Congress should not be going to Syria.

"I think it is a real stretch to think that the Syrians don't know where we stand or what we think. We have made it clear and we will continue to make it clear," White House spokesman Tony Snow said.

"What has not happened is the appropriate response by the Syrians in terms of their adventurism within the region, especially with regard to Lebanon, their continued support and housing of terrorist organizations," Snow said.

Another Democratic senator announced he too was heading for Syria for a meeting with Assad next week. Connecticut's Chris Dodd said in a statement he originally planned to make the trip in April but at that time heeded a senior administration official's warnings not to go.

WASHINGTON (AP) - Democratic Sen. Tim Johnson of South Dakota suffered a possible stroke Wednesday and was taken to a hospital, his office said.

If he should be unable to continue to serve, it could halt the scheduled Democratic takeover of the Senate. Democrats won a 51-49 majority in the November election. South Dakota's governor, who would appoint any temporary replacement, is a Republican.

"Senator Tim Johnson was taken to George Washington University Hospital this afternoon suffering from a possible stroke," read a statement from his Senate office. "At this stage, he is undergoing a comprehensive evaluation by the stroke team."

Johnson had become disoriented during a call with reporters, stuttering in response to a question. He appeared to recover, asking if there were any additional questions and then signing off.

If the two-term senator, 59, is unable to serve when the 110th Congress convenes Jan. 4, South Dakota Gov. Mike Rounds would appoint a replacement.

American Muslims making a religious pilgrimage to Mecca are being encouraged to file civil rights complaints if they feel discriminated against by airlines.

The Council on American-Islamic Relations (CAIR), citing what it called the "airport profiling" of six imams removed from a recent flight, yesterday said Muslims traveling this month to the holy site in Saudi Arabia need to be aware of their rights.

"Given the increase in the number of complaints CAIR has received alleging airport profiling of American Muslims, we believe it is important that all those taking part in this year's hajj be aware of their legal and civil rights," said Ibrahim Hooper, CAIR spokesman.

Illegal Immigrant Workers Arrested In Identity Theft Sweep

Federal agents targeting illegal immigrants raided meatpacking plants in six states yesterday, arresting hundreds of workers on the uncommon charge of identity theft and shutting down the world's second-largest meat processing company for much of the day.

About 1,000 U.S. Immigration and Customs Enforcement agents with search warrants entered plants owned by Swift & Co., of Greeley, Colo., charging that "large numbers" of workers illegally assumed the identities of U.S. citizens or legal residents by using their Social Security numbers to get work, ICE officials said.

Company and union officials said agents, some dressed in riot gear, locked down six beef and pork processing plants early in the morning, segregating workers into groups of citizens and non-citizens after questioning. Some illegal workers were bused to detention facilities hours away, labor officials said.

ICE officials would not say how many people were arrested pending a news conference today in Washington. About 90 percent of Swift's 15,000 U.S. employees work in three shifts at the plants, company officials said.

The crackdown was another step in the federal government's stepped-up campaign against illegal immigration, and like some recent raids it targeted job sites, the magnet drawing many of the nearly 12 million undocumented immigrants. But the move was unusual for several reasons.

When asked by CQ National Security Editor Jeff Stein whether al Qaeda is one or the other of the two major branches of Islam -- Sunni or Shiite -- Reyes answered "they are probably both," then ventured "Predominantly -- probably Shiite."

That is wrong. Al Qaeda was founded by Osama bin Laden as a Sunni organization and views Shiites as heretics.

Reyes could also not answer questions put by Stein about Hezbollah, a Shiite group on the U.S. list of terrorist organizations that is based in Southern Lebanon.

Stein's column about Reyes' answers was published on CQ's Web site Friday evening.

In an interview with CNN, Stein said he was "amazed" by Reyes' lack of what he considers basic information about two of the major terrorists organizations.

"If you're the baseball commissioner and you don't know the difference between the Yankees and the Red Sox, you don't know baseball," Stein said. "You're not going to have the respect of the people you work with."

The throng of babies gurgling in the handful of operational maternity wards here has come as a big surprise — and a financial strain — to this historically black and white city, which before the hurricane had only a small Latino community and virtually no experience of illegal immigration.

“Of all the myriad things that have changed after Katrina, this wasn’t high on anybody’s priority list,” said Dr. Mark Peters, chief executive of East Jefferson General Hospital in Metairie.

Because many immigrant mothers cannot afford to pay for prenatal care or delivery services, New Orleans’s newest citizens are adding an unexpected load to the decimated health infrastructure in a city abandoned by many of its doctors. Much of the state-financed Charity Hospital system, which before Hurricane Katrina provided the bulk of care to New Orleans’s uninsured and indigent population, remains closed.

Lacking health insurance and barred from most government assistance, expectant immigrant mothers can go to only the handful of charitable clinics that are still operating and that do not question a woman’s immigration status when offering low-cost prenatal care.

In a concession speech, Carter embraced family members and pledged to work with Jefferson, especially on the area's recovery from Hurricane Katrina.

"I guess the people are happy with the status-quo," she said.

Jefferson was forced into the runoff against Carter when he failed to win 50 percent of the vote in a crowded open multiparty primary. Carter had sought to become the first black woman from Louisiana elected to Congress.

He described his win as "a great moment, and I thank almighty God for making it possible." He called for regional unity to focus on the hurricane recovery and in bringing back evacuees who are still scattered across the country.

KABUL, Afghanistan -- The Taliban gunmen who murdered two teachers in eastern Afghanistan early Saturday were only following their rules: Teachers receive a warning, then a beating, and if they continue to teach must be killed.

The new list of 30 rules, decided on during a high Taliban meeting in September or October and since circulated over the Internet, span from the organizational -- no jihad equipment may be used for personal means -- to the health conscious -- militants are not supposed to smoke.

Rule No. 24 forbids anyone to work as a teacher "under the current puppet regime, because this strengthens the system of the infidels." One rule later, No. 25, says teachers who ignore Taliban warnings will be killed.

Taliban militants early Saturday broke into a house in the eastern province of Kunar, killing a family of five, including two sisters who were teachers.

The women had been warned in a letter to quit teaching, said Gulam Ullah Wekar, the provincial education director. Their mother, grandmother and a male relative were also slain in the attack.

The two sisters brought to 20 the number of teachers killed in Taliban attacks this year, said Education Ministry spokesman Zuhur Afghan. He said 198 schools have been burned down this year, up from about 150 last year.

Somalia Town Threatens to Behead People Who Don't Pray 5 Times Daily

MOGADISHU, Somalia — Residents of a southern Somalia town who do not pray five times a day will be beheaded, an official said Wednesday, adding the edict will be implemented in three days.

Shops, tea houses and other public places in Bulo Burto, about 124 miles northeast of the capital, Mogadishu, should be closed during prayer time and no one should be on the streets, said Sheik Hussein Barre Rage, the chairman of the town's Islamic court. His court is part of a network backed by armed militiamen that has taken control of much of southern Somalia in recent months, bringing a strict interpretation of Islam that is alien to many Somalis.

Those who do not follow the prayer edict after three days have elapsed, "will definitely be beheaded according to Islamic law," Rage told The Associated Press by phone. "As Muslims we should practice Islam fully, not in part, and that is what our religion enjoins us to do."

He said the edict, which covered only Bulo Burto, was being announced over loudspeakers throughout the town.

Houston lawyer Bruce Shortt refers to himself as an ordinary guy who "lives in flyover country." But he has an unusual pastime that has attracted both critics and supporters: He's working to encourage parents to "leave behind" public schools.

Shortt said if parents take their Christian beliefs seriously, they will do everything possible to ensure their children get a thoroughly Christian education. A growing segment of the faith community is joining Shortt's call for an exodus, saying the public school system is hostile to their values and unresponsive to their concerns.

They claim to be responsible for most of the 1 million children nationwide now being homeschooled.

Congress will approve an immigration bill that will grant citizenship rights to most of the 12 million to 20 million illegal aliens in the U.S. after Democrats take control next month, predict both sides on Capitol Hill.

While Republicans have been largely splintered on the issue of immigration reform, Democrats have been fairly unified behind the principle that the illegals currently in the country should get citizenship rights without having to first leave the country.

"Years of dawdling have worsened our border security and made it harder to fix this broken system," said Sen. Patrick J. Leahy, the Vermont Democrat who will lead the Judiciary Committee next year. "We should not let partisan politics and intolerance continue to delay and derail effective reform."
Democrats in both chambers say they will start with some form of legislation first drafted by Sens. John McCain, Arizona Republican, and Edward M. Kennedy, Massachusetts Democrat, which was the basis for the bill that was approved earlier this year by the Senate.

Tancredo Protesters Turn Violent: Free Speech Rights Violated by Radicals?

Violence erupted at a Michigan law school Thursday when protesters tried to block a speech by Colorado Congressman Tom Tancredo.

Police were called after protesters pulled a fire alarm prior to the speech on immigration policies. There were at least three violent incidents with protesters targeting student backers of the event, Tancredo, R-Littleton, said today.

"One was spit on, one was kicked, and one was punched," Tancredo said in an e-mail. "Tires were also slashed."

Michigan State University College Republicans and Young Americans for Freedom sponsored the event.

Tancredo went to Michigan State University College of Law as part of a visit to the state to talk about immigration. He leads the group that opposes legal status for illegal immigrants.

Protesters interrupted the speech with loud shouting.

College newspaper The State News reported that protesters carried signs reading "Ignorant Racist" outside the room where the speech was held. They were not allowed in with the signs, the paper said. It also reported that about 40 people attended the speech.

Tancredo said in the email that protestors organized on the Internet social networking site Facebook.

"They declared ahead of time on facebook that they would not allow me to speak," Tancredo said in the e-mail.

Tancredo also is meeting with the Republican state party chair, members of the state legislature, and is speaking at a fundraiser for a Republican women's group, Tancredo spokesman Carlos Espinosa said.

Throngs of Terror Supporters Want Leaders to Resign in Lebanon

Hundreds of thousands of Lebanese heeded Hezbollah's call Friday, flooding downtown Beirut to pressure the U.S.-supported government to resign. But Prime Minister Fuad Saniora showed no signs of backing down in a confrontation that could tear apart the country.

The protesters raised a deafening noise of chants and revolutionary and nationalist songs just outside the main government offices. Barbed wire and armored vehicles separated the demonstrators from the buildings where Saniora and some of his ministers were holed up.

"Pack your bags Fuad, and leave us and the country in peace," many shouted.

The protest was the opening volley in the Shiite Muslim group Hezbollah's campaign of open-ended demonstrations. The event could be a watershed for the future of Lebanese politics, torn between anti-Syrian politicians who control the government and pro-Syrian forces led by Hezbollah.

Hezbollah and its allies demand a third of the seats in Saniora's Cabinet - enough to veto its decisions - and have vowed to continue their campaign until the government falls. They cite Lebanon's constitution, which says the Cabinet is supposed to represent all communities in the country.

Airport officials said Friday they will consider setting aside a private area for prayer and meditation at the request of imams concerned about the removal of six Muslim clerics from a US Airways flight last week.

Steve Wareham, director of Minneapolis-St. Paul International Airport, said other airports have "meditation rooms" used for prayers or by passengers who simply need quiet time.

A group of Somali clerics met with airport officials Friday and said they would attract less attention if they had a private area for prayer. Devout Muslims pray five times daily, facing the holy city of Mecca.

"When we pray, we don't want a problem. We don't want what happened last week," said Abdulrehman Hersi, an imam at Darul-Quba mosque in Minneapolis, referring to six clerics who were barred from a US Airways flight in Minneapolis after drawing the concern of some passengers.

Airports in Nashville, Tenn.; Columbus, Ohio; and Fort Lauderdale, Fla., all advertise meditation rooms. Fort Lauderdale's is billed as "For travelers seeking a quiet time." All note they are nonsectarian.

The sting of Republican electoral defeats still fresh, the GOP chairman suggested Thursday the party has strayed and challenged it to refocus on core principles and reform.

"We work for the people," Ken Mehlman, the outgoing chairman of the Republican National Committee, said in a speech to a meeting of GOP governors. He reminded the crowd that "good policy makes good politics - and, for Republicans, this must be a time for self-examination when it comes to our policy."

In a disastrous midterm election year for the GOP, Republican candidates lost races across the country and at all levels of government, prompting party leaders to do some soul searching as they seek a winning strategy for 2008 and beyond.

"Our nation is stronger and better when Republicans are the party running the government. But, ladies and gentleman, our party should never be the party of government, of Washington, of earmarks, of bureaucracy," Mehlman said, implying that's what the GOP had become at times - or at least what voters perceived on Nov. 7.

Romney, for his part, suggested that lawmakers in Washington - not GOP governors - are the ones who need to get back on track, saying: "If the Republican Party, nationally, is looking for a place where it can gain a bit of a guiding post, it would be by seeing the successes of Republican governors."

He also took a swipe at Republicans on Capitol Hill for promising to hold down spending but then beefing up budget bills with millions of dollars for pet projects. "There's nothing that's going to yield a bigger swat - or a thumping if you will - than saying one thing and doing another," Romney said at a news conference, using the spending issue as an example.

Voter Coalition Targets Pensions of Convicted Lawmakers

"We must end the practice of rewarding lawmakers who abuse the law with plush pension packages funded by the American taxpayer," the coalition wrote in a letter to be sent Thursday to Rep. Nancy Pelosi and Sen. Harry Reid, who will become Speaker of the House and Senate Majority Leader when Democrats assume control of Congress in January.

The groups, led by the National Taxpayers Union, include Ralph Nader's Congressional Accountability Project, Taxpayers for Common Sense, the Republican Liberty Caucus and the Council for Citizens Against Government Waste.

Currently, members of Congress don't forfeit pensions unless convicted of crimes related to treason and espionage.

As a result, former Rep. Randy "Duke" Cunningham, R-Calif., who was sentenced last March to eight years in prison for accepting bribes from defense contractors, is entitled to an initial annual pension of as much as $64,000, according to calculations by the National Taxpayers Union.

The former Rep. Dan Rostenkowski, D-Ill., who served 15 months in prison after pleading guilty in 1996 to two mail fraud charges, is potentially receiving benefits, after cost-of-living adjustments, of $125,000 a year, the NTU said.

Iraq Spending Bill to Test Democrats Support For Troops

The Bush administration is working on its largest-ever appeal for more Iraq war funds - a record $100 billion, at least, and that figure reflects cuts from wish lists originally circulating around the Pentagon.

The measure will give Democrats, who take control of Congress next year, an early chance to try changing the conduct of the war. But they are limited and do not want to be cast as unsympathetic to U.S. troops.

"We're not going to do anything to limit funding or cut off funds," says Senate Democratic leader Harry Reid, D-Nev.

Senior Pentagon officials have trimmed initial requests from the Army and Air Force. But with $70 billion already approved for the budget year that began Oct. 1, and more money needed to replace lost or worn-out equipment, spending levels for 2007 easily will be at the highest since the Iraq war began in 2003.

Iraq Study Group Applies Pressure to Iraqi Government

WASHINGTON, Nov. 29 — The bipartisan Iraq Study Group reached a consensus on Wednesday on a final report that will call for a gradual pullback of the 15 American combat brigades now in Iraq but stop short of setting a firm timetable for their withdrawal, according to people familiar with the panel’s deliberations.

The report, unanimously approved by the 10-member panel, led by James A. Baker III and Lee H. Hamilton, is to be delivered to President Bush next week. It is a compromise between distinct paths that the group has debated since March, avoiding a specific timetable, which has been opposed by Mr. Bush, but making it clear that the American troop commitment should not be open-ended. The recommendations of the group, formed at the request of members of Congress, are nonbinding.

A person who participated in the commission’s debate said that unless the government of Prime Minister Nuri Kamal al-Maliki believed that Mr. Bush was under pressure to pull back troops in the near future, “there will be zero sense of urgency to reach the political settlement that needs to be reached.” .

Word leaked out today in the Washington Post that the Speaker is not going to try and make good on a major campaign promise by Democrats.

During the last campaign, the Republicans were heavily criticized for not implementing the 9/11 commission report. Pelosi’s own website still has message after message critical of the Republicans on this issue. On September 6 of this year, Pelosi said, “…my colleagues and I sent a letter to Speaker Hastert the other day to say, that in honor to commemorate 9/11, we must immediately pass the 9/11 Commission recommendations…Democrats believe that a new direction for America is needed to protect American people.”

The 9/11 Commission felt one of the most important recommendations it had was that the Intelligence committee must be the ones who oversee the Intelligence budget. The Commission felt that without that step, the Intelligence community would not listen to the Intelligence Committee. The Commission also recommended doing away with the idea of term limits in the Intelligence Committee in order to maintain a familiarity with the community. Mrs. Pelosi has already cited term limits as a reason to get Jane Harman off the committee. Now, she doesn’t want to move oversight of the intelligence budget to the Intelligence Committee.

I feel both of these recommendations have positives and negatives. The important point is it illustrates a promise made by Speaker-elect Pelosi and the Democrats that they are now saying they won’t follow through on, and they haven’t even officially taken control yet. Pelosi is going to need a really great “100 hours” if the days and weeks leading up to them keep this current losing trend alive.

Mr Yusuf said a group of Somali youths were arrested on suspicion of stabbing another Somali teenager. The victim's family told the police it would be settled out of court and the suspects were released on bail.

A hearing was convened and elders ordered the assailants to compensate their victim. "All their uncles and their fathers were there," said Mr Yusuf. "So they all put something towards that and apologised for the wrongdoing."

Federal Judge Rules Against The President's Power to Freeze Terror Funds

A federal judge struck down President Bush's authority to designate groups as terrorists, saying his post-Sept. 11 executive order was unconstitutionally vague, according to a ruling released Tuesday.

The Humanitarian Law Project had challenged Bush's order, which blocked all the assets of groups or individuals he named as "specially designated global terrorists" after the 2001 terrorist attacks.

"This law gave the president unfettered authority to create blacklists," said David Cole, a lawyer for the Washington, D.C.-based Center for Constitutional Rights that represented the group. "It was reminiscent of the McCarthy era."

The case centered on two groups, the Liberation Tigers, which seeks a separate homeland for the Tamil people in Sri Lanka, and Partiya Karkeran Kurdistan, a political organization representing the interests of Kurds in Turkey.

U.S. District Judge Audrey Collins enjoined the government from blocking the assets of the two groups.

Next month, deputies will begin screening county inmates to see if they are in the country illegally.

ORANGE - A dozen Orange County sheriff's deputies and two sergeants began an intensive four-week federal immigration training course today to learn how to screen county inmates to see if they are in the country illegally.

Deputies will begin interviewing all incoming inmates at the county's jails next month, sheriff's officials said. A second class of 12 deputies will start training as soon as the first session is concluded.

Beginning next month, in a separate program, the Costa Mesa city jail will be staffed with a federal immigration officer to screen that city's inmates, U.S. Immigration Customs and Enforcement officials said Tuesday.

The sheriff's program, a partnership with customs officials, is the fourth to get off the ground in Southern California. Sheriff Mike Carona has been pushing for his deputies to be trained to enforce federal immigration laws for more than three years.

Critics have argued that the plan will increase racial profiling and cause a chilling effect in the immigration community, making undocumented residents reluctant to report crimes for fear of being deported.

Afghanistan's criminal underworld has compromised key government officials who protect drug traffickers, allowing a flourishing opium trade that will not be stamped out for a generation, an ominous U.N. report released Tuesday said.

The fight against opium production has so far achieved only limited success, mostly because of corruption, the joint report from the World Bank and the United Nations Office on Drugs and Crime said.

The findings show a "probability of high-level (government) involvement" in drugs, said Doris Buddenberg, the UNODC's Afghanistan representative and co-editor of the report.

The report in particular presented a strong indictment of the Interior Ministry, which runs the country's police, and said Afghanistan's criminal underworld could not operate without the support of the political "upperworld."

"The majority of police chiefs are involved," one senior police officer told the report's authors on condition of anonymity. "If you are not, you will be threatened to be killed and replaced."

-- has not commanded national headlines. Yet it will potentially trigger similar initiatives in other states and revive the cause of a colorblind society, proving one of this election's most momentous developments.

Jennifer Gratz, director of the Michigan Civil Rights Initiative (MCRI) which spearheaded the campaign, says Proposition 2's resounding victory is "a national wakeup call." Michigan's win also comes at the 10-year anniversary of a similar initiative in California, which has experienced none of the trauma predicted by opponents, but has benefited all groups in expected -- and unexpected -- ways.

Proposition 2's 16-point landslide is especially amazing given the Goliath-sized machinery it confronted in Michigan. Proposition 2 was a political orphan whose principal author, Ward Connerly -- a black businessman who had successfully spearheaded the California effort in 1996 -- was shunned by the entire political, business, academic and media establishment in Michigan.

WASHINGTON (AP) - The Supreme Court on Monday refused to take up the issue of school choice in Maine, where a state law bars the use of public funds to send students to private religious schools.

The case could have provided a platform for a court battle over school choice and the separation of church and state.

In Maine, school districts in 145 small towns with no high schools offer tuition for 17,000 students to attend high schools of their choice, public or private, in-state or out-of-state. But religious schools are no longer on the list.

Asking the court to take the case, a conservative group, the Institute for Justice, is representing eight Maine families who would receive public tuition funds but for the fact that their children attend religious schools.

Florida Gov. Jeb Bush and President Bush's homestate of Texas weighed in, saying in filings to the Supreme Court that the state of Maine is unconstitutionally discriminating against religion.

Americans have the warmest feelings about former New York City Mayor Rudy Giuliani, Republican Sen. John McCain and Democratic Sen. Barack Obama, according to a poll released Monday that scores the popularity of national leaders.

The Quinnipiac University's "thermometer reading," taken the week after the Nov. 7 election, asked voters to rate their feelings for 20 leaders on a scale of 0 to 100.

Giuliani, a Republican weighing a presidential bid in 2008, scored the highest at 64.2. Obama and McCain, who are also considering a 2008 campaign, finished next at 58.8 and 57.7.

President Bush was 15th out of 20 while his secretary of State, Condoleezza Rice, was fourth and former President Clinton fifth.

New York Sen. Hillary Rodham Clinton scored ninth of the 20 leaders with a score of 49. Massachusetts Sen. John Kerry, the 2004 Democratic nominee who was roundly criticized before the election for suggesting that students who don't study could end up stuck in Iraq, came in last at 39.6.

Senate Foreign Relations Committee's incoming chairman, wants to get tough with Mexico, calling it an "erstwhile democracy" with a "corrupt system" responsible for illegal immigration and drug problems in the U.S.

Biden, D-Del., was in Columbia on Monday in his first postelection trip to this first-in-the-South presidential primary state as he continues to line up support for his presidential bid.

During a question-and-answer session before more than 230 Columbia Rotary Club members, Biden was asked about immigration problems.

Biden, who favors tightening the U.S.-Mexico border with fences, said immigration is driven by money in low-wage Mexico.

"Mexico is a country that is an erstwhile democracy where they have the greatest disparity of wealth," Biden said. "It is one of the wealthiest countries in the hemisphere and because of a corrupt system that exists in Mexico, there is the 1 percent of the population at the top, a very small middle class and the rest is abject poverty."

Unless the political dynamics change in Mexico and U.S. employers who hire illegal immigrants are punished, illegal immigration won't stop. "All the rest is window dressing," he said.

New Twist or Old School? Home Schoolers Content to Take Children’s Lead

CHICAGO, Nov. 23 — On weekdays, during what are normal school hours for most students, the Billings children do what they want. One recent afternoon, time passed loudly, and without order or lessons, in their home in a North Side neighborhood here.

Unschooling the Billings Children

Sydney Billings, 6, one of four siblings in Chicago, is taught through unschooling. Her mother, Juli Walter, calls the process “child-led learning.”

Hayden Billings, 4, put a box over his head and had fun marching into things. His sister Gaby, 9, told stories about medieval warrior women, while Sydney, 6, drank hot chocolate and played with Dylan, the baby of the family.

In a traditional school setting, such free time would probably be called recess. But for Juli Walter, the children’s mother, it is “child-led learning,” something she considers the best in home schooling.

“I learned early on that when I do things I’m interested in,” Ms. Walter said, “I learn so much more.”

As the number of children who are home-schooled grows — an estimated 1.1 million nationwide — some parents like Ms. Walter are opting for what is perhaps the most extreme application of the movement’s ideas. They are “unschooling” their children, a philosophy that is broadly defined by its rejection of the basic foundations of conventional education, including not only the schoolhouse but also classes, curriculums and textbooks.

In some ways it is as ancient a pedagogy as time itself, and in its modern American incarnation, is among the oldest home-schooling methods. But it is also the most elusive, a cause of growing concern among some education officials and social scientists.

Both are decorated veterans of World War II. They have worked together for nearly four decades as senators from the two youngest and farthest-flung states. And they share an almost unrivaled appetite for what some call political pork.

Democratic Appropriations Members

Mr. Stevens, an 83-year-old Republican, and Mr. Inouye, an 82-year-old Democrat, routinely deliver to their states more money per capita in earmarks — the pet projects lawmakers insert into major spending bills — than any other state gets. This year, Alaska received $1.05 billion in earmarks, or $1,677.27 per resident, while Hawaii got $903.9 million, or $746.05 per resident, according to Taxpayers for Common Sense, a nonpartisan group that tracks such figures.

Rancher Seeking to Clear His Land of Illegals Loses in Court

For years, Roger Barnett has holstered a pistol to his hip, tucked an assault rifle in his truck and set out over the scrub brush on his thousands of acres of ranchland near the Mexican border in southeastern Arizona to hunt.

Hunt illegal immigrants, that is, often chronicled in the news.

“They’re flooding across, invading the place,” Mr. Barnett told the ABC program “Nightline” this spring. “They’re going to bring their families, their wives, and they’re going to bring their kids. We don’t need them.”

But now, after boasting of having captured 12,000 illegal crossers on land he owns or leases from the state and emerging as one of the earliest and most prominent of the self-appointed border watchers, Mr. Barnett finds himself the prey.

Immigrant rights groups have filed lawsuits, accusing him of harassing and unlawfully imprisoning people he has confronted on his ranch near Douglas. One suit pending in federal court accuses him, his wife and his brother of pointing guns at 16 illegal immigrants they intercepted, threatening them with dogs and kicking one woman in the group.

Another suit, accusing Mr. Barnett of threatening two Mexican-American hunters and three young children with an assault rifle and insulting them with racial epithets, ended Wednesday night in Bisbee with a jury awarding the hunters $98,750 in damages.

World War I Veteran, 111, Dies One Week After Receiving Victory Medal

BRADENTON, Fla. (AP) - Ernest Charles Pusey, one of the nation's longest living World War I veterans, died a little over a week after he was honored with a medal for his service to the country, family members said. He was 111.

Pusey's death Sunday left fewer than 25 living U.S. veterans of World War I out of nearly 5 million who served, according to the Department of Veterans Affairs.

"I was deeply saddened to learn that Mr. Pusey had passed away. It was my privilege to meet with him," Gov. Jeb Bush said in a news release. "We should not forget him, and other veterans, who sacrificed so much for this country."

The governor had presented Pusey with a World War I Victory Medal on Nov. 10, the day before Veteran's Day. Pusey didn't recall receiving a medal after the war, and nobody could find any evidence that he had.

During the ceremony at Pusey's trailer, the veteran talked to Bush about his time on the USS Wyoming during the war, and "stopping at different cities out there."

A black-and-white photo of the battleship hung on the wall of his trailer near a framed letter of congratulations from President Bush, and the president's brother added the glass-encased medal to a table near Pusey's recliner.

Pusey was born in 1895 in Washington. He joined the Navy in 1917 and spent much of the war patrolling the sea lanes around the British Isles.

Muslim Clerics Oppose Pakistan's "Protection of Women" Anti-Rape Bill

ISLAMABAD, Pakistan — Pakistan's Senate overcame opposition from hardline Muslim lawmakers and amended its rape law on Thursday to make it easier to prosecute sexual assault cases.

Human rights activists have long condemned the rape law for punishing — instead of protecting — rape victims while providing legal safeguards for their attackers. The legislation, known as the Protection of Women Bill, comes amid efforts by Islamabad to soften the country's hard-line Islamic image and appease moderates and human rights groups who opposed the law.

The amended law would drop the death penalty for people found to have had sex outside of marriage, though they still would be subject to a five-year prison term or $165 fine.

Judges also will be able to choose whether to try a rape case in a criminal court or Islamic court which should make it easier convict rapists.

Under the current Hudood Ordinance, rape victims could only raise a case in the Islamic court. It requires testimony from four witnesses, making a trial of an alleged rapist almost impossible

Norway Courageously Expels Founder of Terror Group Back to Iraq

OSLO, Norway — A court Wednesday rejected an appeal by the founder of Ansar al-Islam, an Islamic terror group in Iraq, and upheld a government order to expel him from Norway as a threat to national security.

The Kurdish leader Mullah Krekar, a refugee in Norway since 1991, challenged the order to strip him of his refugee status and deport him to Iraq.

In its ruling, the Borgarting appeals court in Oslo rejected his appeal, found that the government has the right to expel him, and ordered Krekar to pay $44,960 in legal costs.

Krekar's lawyer, Arvid Sjoedin, said he would review the ruling before deciding whether to appeal to the Supreme Court.

The latest decision upholds a September 2005 ruling by the Oslo City Court that also said the government's grounds for expelling Krekar as a security risk were valid.

The appeals court said it was unlikely that Krekar could be expelled immediately, "because conditions in Iraq are currently such that he cannot be returned due to Norway's international obligations" to ensure his safety.

Grandma Suicide Bomber: Hamas Sinks to New Low

A Palestinian grandmother blew herself up in the Gaza Strip, lightly wounding three Israeli soldiers, in the first suicide attack claimed by Hamas in almost two years.

The mother of nine and grandmother of 41 became the oldest Palestinian suicide bomber at the age of 57, approaching troops operating to curb daily rocket attacks, the army said.

"Troops saw a woman approaching them in a suspicious manner and identified her carrying an explosive device," a spokeswoman said of the incident in the northern town of Jabaliya.

"They then threw a stun grenade in her direction but she managed to blow herself up," the spokeswoman said, adding that three soldiers were lightly hurt.

Within minutes the armed wing of the Hamas claimed the bombing. This was the Islamist group's first suicide attack since January 2005, when a bomber wounded seven Israeli soldiers in Gaza.

"The Ezzedine al-Qassam Brigades claims the martyr operation carried out by Fatima Omar Mahmud al-Najar, aged 57, in the middle of a group of Zionist soldiers," an online statement said.

Crisis Pregnancy Centers: Alternative to Abortion Clinics

Nov. 16, 2006 — Abortion clinics are now outnumbered nationwide by "crisis pregnancy centers," which, usually funded by Christian groups, often set up near abortion clinics to dissuade women from having abortions.

When Andrea went to have an abortion in Indianapolis, she arrived at what she believed was Planned Parenthood. She saw signs advertising "free pregnancy test" and went inside the building.

When she started talking to the staff, she was asked how she felt about having an abortion, and she became suspicious.

"I said, 'Is this Planned Parenthood? I had an appointment,'" she said

She was then told it was not, and she realized she had mistakenly walked into a crisis pregnancy center. "I felt deceived. I felt confused," Andrea said.

One Building, Two Clinics

In recent years, crisis pregnancy centers have proliferated across the country. There are now more than 2,000 of them, and they outnumber abortion clinics.

3 Sunni Suicide Bombers Slaughter at Least 144: Worst Attack Yet

Islamic US Army Soldier Sentenced to Death After Murdering 2 Officers With Grenade

FORT BRAGG, N.C. — A military jury sentenced a soldier to death Thursday for a grenade and rifle attack on his own comrades during the opening days of the Iraq invasion, a barrage that killed two officers and that prosecutors said was driven by religious extremism.

Sgt. Hasan Akbar (search), who gave a brief, barely audible apology hours earlier, stood at attention between his lawyers as the verdict was delivered. He showed no emotion.

He could have been sentenced to life in prison with or without parole for the early morning March 2003 attack, which also wounded 14 fellow members of the Army's 101st Airborne Division (search) at Camp Pennsylvania in Kuwait.

The 15-person military jury, which last week took just two and a half hours to convict Akbar of premeditated murder and attempted premeditated murder, deliberated for about seven hours in the sentencing phase. After jurors reached a verdict, they voted on whether to reconsider the decision after one juror asked that they do so.

The sentence will be reviewed by a commanding officer and automatically appealed.

NAACP Defending Imams 'Right to Pray' After Removal from Flight

Monday, November 27th, 8:15 AM, at the US Airways ticket counter located in the Reagan National Airport, Imam Omar Shahin, one of the six Imams removed from US Airways flight 300, will join Imam Mahdi Bray, executive director of the MAS Freedom Foundation, Rabbi Arthur Waskow of the Shalom Center of Philadelphia, Rev Graylan Hagler of the United Church of Christ, Hillary Shelton, director of the NAACP-Washington National Office, and other interfaith members for a press statement, public prayer, and flight departure on US Airways.

The "pray-in" is in response to US Airways' removal of Imam Omar Shahin and five other Imams traveling from a religious leader's conference in Minnesota. Three of the Imams were observed praying prior to departure. Subsequent to boarding the plane, the six were removed from the flight, handcuffed, and detained in the airport for questioning for over five hours. Upon release, US Airways and other airlines refused to allow them to purchase tickets for other scheduled flights to Phoenix.

Rhode Island Judge Faces Legal Quandary as Gay Couple Seeks Divorce

PROVIDENCE, R.I. — A lesbian couple married in Massachusetts has filed for divorce in Rhode Island, setting up a legal conundrum for judges in a state where the laws are silent on the legality of same-sex marriage.

Margaret Chambers and Cassandra Ormiston of Providence were married after the Massachusetts Supreme Judicial Court legalized gay marriage starting in 2004.

They filed for divorce in Rhode Island on Oct. 23, citing irreconcilable differences, Chambers' attorney, Louis Pulner, said Wednesday. Ormiston declined to comment.

Rhode Island Family Court Chief Judge Jeremiah Jeremiah Jr. has yet to decide whether his court has jurisdiction and said he believes it is the first filing for a same-sex divorce in the state. A preliminary hearing was scheduled for Dec. 5.

Massachusetts became the only state to allow same-sex couples to marry after the state Supreme Court ruled it was unconstitutional to ban it.

Until recently, though, it was up in the air whether out-of-state couples could marry in Massachusetts. In September, a Massachusetts judge decided that nothing in Rhode Island law specifically banned gay marriage and said Rhode Island couples could legally marry there.

Top Marine: Time to Expand The Corps To Face Terror

WASHINGTON — The Marine Corps may need to increase in size to sustain deployments to Iraq and Afghanistan without sacrificing needed training or putting undue stress on the corps, the new Marine commandant said Wednesday.

At a meeting with reporters, Gen. James Conway also warned that it could take years to adequately train and equip the Iraqi security forces — longer, perhaps, "than the timeline that we probably feel ... our country will support."

"This is tough work, it doesn't happen overnight," and patience by the American people will be needed, he said. On the plus side, he said Marines he's talked to in recent days are encouraged by the progress they are seeing among Iraqi forces.

Conway said the current pace of Marine rotations to Iraq — seven months there and seven-to-nine months at home — is limiting other types of training that units can receive and could eventually prompt Marines to leave the service.

"There is stress on the individual Marines that is increasing, and there is stress on the institution to do what we are required to do, pretty much by law, for the nation," said Conway.

Army Land Warrior System: Deploying 'Super Soldiers'

WASHINGTON, Nov. 22 (UPI) -- Army officials in Washington announced that the Army intends to deploy its new Land Warrior System within a year.

The Army News Service reported on Nov. 20 that deployment of the system will bring the Pentagon closer to its gaol of integrating computers and advanced technology on the battlefield down to the level of the individual soldier.

The Land Warrior System underwent successful field-testing last summer.

The Land Warrior System consists, a wearable, computerized system incorporating lasers, navigation modules, radios and other advanced technology to assist soldiers in communicating and fulfilling their battlefield responsibilities more accurately.

Infantry troops for the first time will be carrying digital equipment designed to ameliorate some chronic battlefield problems, such as locating other infantryman, identifying the enemy and getting orders in "real time."

Man Stopped at Airport With Large Sum of Cash and Laptop With Nuclear Information Remains in Custody

The U.S. citizen who was arrested last week who authorities say was carrying more than $78,000 in cash and a laptop containing information about nuclear materials will continue to be held by federal authorities after prosecutors appealed a ruling which would have set him free on bond.

Sisayehiticha Dinssa appeared in federal court yesterday for a detention hearing and was granted a $20,000 unsecured bond by a federal magistrate. The prosecutors in the case objected and appealed the ruling to a district court judge asserting he was a flight risk. Judge Paul Borman agreed and overturned the magistrate's ruling. Dinssa is currently in the detention of the U.S. Marshals in Detroit.

Dinssa was arrested by Immigration and Customs Enforcement agents after he was flagged for secondary inspection on entry to the U.S. at the Detroit Airport. Customs officials became suspicious of Dinssa when a narcotics dog signalled the scent of drugs on the money in his possession.

RALEIGH, N.C. — A high school Spanish teacher has resigned because of an extra-credit assignment he gave that included anti-American phrases and defended the Palestinian group Hamas.

Khalid Chahhou resigned from Smithfield-Selma High School last week after students alerted school officials about a word-search puzzle he assigned that contained phrases including "destroy America" and "terrorist."

"I think some of the people in the class were kind of afraid, because how the world is today, you never know with people," said Chris McDaniels, a sophomore at the school in Johnston County southeast of Raleigh.

Chahhou acknowledged that he gave students the assignment, but he declined to comment further, telling The News and Observer of Raleigh: "I don't want to talk about this dark page in my life any more."

He did not immediately respond to a call from The Associated Press seeking comment Tuesday.

Shakil Ahmed, president of the Islamic Association of Cary, a Raleigh suburb, said Chahhou told him he made the puzzle after seeing news reports of Israeli troops killing Palestinians.

MEMPHIS, Tenn. (AP) -- A church that wanted to do something special for Hurricane Katrina victims gave a $75,000 house, free and clear, to a couple who said they were left homeless by the storm. But the couple turned around and sold the place without ever moving in, and went back to New Orleans.

"Take it up with God," an unrepentant Joshua Thompson told a TV reporter after it was learned that he and the woman he identified as his wife had flipped the home for $88,000.

The church was also shocked by an ungrateful interview the couple gave with WHBQ-TV in Memphis.

"I really don't like this area," said Delores Thompson. "I really didn't, and I didn't know anybody, so that's why I didn't move in and I sold it."

Anti-Syrian politicians quickly accused Damascus, as they have in previous assassinations of Lebanese opponents of its larger neighbor. Gemayel, 34, an outspoken opponent of the Syrian-allied Hezbollah, was the fifth anti-Syrian figure killed in the past two years and the first member of the government of Prime Minister Fuad Saniora to be slain.

Public School Teachers Emphasize the Indians' Side

LONG BEACH, Calif. (AP) - Teacher Bill Morgan walks into his third-grade class wearing a black Pilgrim hat made of construction paper and begins snatching up pencils, backpacks and glue sticks from his pupils. He tells them the items now belong to him because he "discovered" them.

The reaction is exactly what Morgan expects: The kids get angry and want their things back.

Morgan is among elementary school teachers who have ditched the traditional Thanksgiving lesson, in which children dress up like Indians and Pilgrims and act out a romanticized version of their first meetings.

He has replaced it with a more realistic look at the complex relationship between Indians and white settlers.

Morgan said he still wants his pupils at Cleveland Elementary School in San Francisco to celebrate Thanksgiving. But "what I am trying to portray is a different point of view."

Others see Morgan and teachers like him as too extreme.
